Program Evaluation Manager

PRINCIPLE FUNCTION: This position is an internal staff resource with subject matter expertise in the area of program evaluation. Expertise must include differentiating between Jewish Identity and Social Services impacts. The position will involve developing and maintaining relationships with Community Planning and Impact staff, Affiliate and Partner grant recipients, and stakeholders in other Federation departments. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Work with both qualitative and quantitative (at a descriptive level) data.
  • Design surveys.
  • Develop and assist with the implementation of a continuous quality improvement approach to program evaluation for grantees, guided by community impact priorities.
  • Understand and train others in the use of a SMART (specific, measurable, attainable, relevant, and time-bound) approach as applied to setting benchmarks and establishing appropriate evaluation methods.
  • Design reports, including analyzing and synthesizing large amounts of data into data dashboards that can be utilized effectively by Federation professionals, partner organizations, and lay committee members.
  • Develop and deliver quality presentations for training sessions, meetings, or conferences as required.
  • Serve as Federation’s representative on the Jewish Evaluation Network.
  • Research and submit proposals for grants as needed.
  • Other duties as assigned.

 

QUALIFICATIONS:

  • Bachelor’s degree, Masters preferred with 3+ years directly related work experience.
  • Demonstrated ability to apply evaluation techniques to field-based program development and implementation.
  • Understanding of outcomes-based macro and micro program evaluation models, including the development of logic models.
  • Demonstrated project planning and project management skills.
  • Strong analytical and problem-solving skills.
  • Ability to multitask under deadlines; communicate with individuals representing all levels internally and across external organizations.
  • Enthusiasm for relationship building.
  • Strong oral and written communication and presentation skills; ability to coach evaluation development for emerging organizations.
  • Proficient in Microsoft Office Suite with particular competence in Excel.
  • Experience with online survey data gathering tools such as Survey Monkey and Formstack.
  • Valid Georgia driver’s license and reliable transportation required.
  • Familiarity with issues impacting Jewish communities both locally and globally.

 

STATUS AND SCOPE: Initiate and respond to ongoing contacts with Engagement, Financial Resource Development and other Federation staff, as well as donors, volunteers and members of the local and national community.

 

PHYSICAL REQUIREMENTS: Minimal physical effort required with intermittent standing and walling and prolonged periods of sitting in meetings or at a desk working with a computer. Position requires stamina to work extended days to include early morning, evening, and weekend events and meetings in addition to the regular work schedule.

 

MENTAL REQUIREMENTS: Position requires flexibility with the ability to focus on detail while handling multiple tasks and periods of frequent interruptions. Must be able to plan and organize assignments independently, to create and develop research and to present information effectively to groups.

 

Qualifications: Bachelor’s Degree + Advanced Degree Preferred and 3-5 years of experience.
